National Agricultural Research Institute (2026) Development of a policy framework for a functioning National Agricultural Research System in PNG: proceedings of the NARS Policy Forum, Lae International Hotel, Lae, 20-30 June 2026, NARS Policy Proceedings (1), 132 pages, National Agricultural Research Institute, Lae, Morobe
Abstract / Content summary
At the meeting of Heads of the Agriculture Sector’s Commodity Boards and Agencies on 3 October 2024, brokered by the Minister and the Secretary of DAL, the Minister commissioned the development of the NARS Policy Framework in response to the growing inability of PNG NARS to deliver innovations at the scale required to support the transformation envisioned in the National Agricultural Sector Plan (NASP). The aim of this policy framework is to foster a stronger cohesiveness among NARS institutions and key stakeholders and support the formation of structures and institutional arrangements for strengthening the delivery of agricultural research for development innovations. The NARS Policy Framework was developed through inclusive and extensive consultations over a year in 2025 with nine core Agriculture Sector NARS organisations and representative Provincial Government extension services. Three technical working groups were organised to work on three complementary thematic policy areas: 1) PNG Agriculture Research Capacity and Resourcing, 2) Agriculture Extension, Information and Communications, and 3) Agriculture Commercialisation and Markets.
